Welch, Attorney Executive Director Christine graduated from the University of South Florida in 1979. In 1983, she received her Juris Doctorate Degree from the University of Florida College of Law. Since 1986, Christine has placed hundreds of children nationally and internationally in loving homes. Specializing in adoption and surrogacy law for 20 years, Christine has been qualified in Federal Court as an expert on adoption and has presented adoption issues to the Florida Legislature. She is a member of the Hillsborough County Bar Association, the Florida Bar, and the Florida Adoption Council. |

Her educational qualifications include a Bachelor's and Master's Degree in Social Work, and Bachelor's Degree in the field of education. JoAnn specializes in counseling for birth parents, adoptive children and families. Her extensive knowledge base allows her to provide expert counseling and guidance. |

Welma Bleil (Pronounced Velma) Book Keeper Welma is a native Brazilian. After receiving her bachelor’s degree there, she relocated to the United States. Since her move, she has worked as an office manager/bookkeeper. She is available to answer all questions regarding billing, escrow accounts, etc. Welma is also fluent in Portuguese and Spanish.
